I only hatched one time before (second batch is in now, so i'll update next week when they hatch :)), but for my first ever batch - I had just under 50% hatch. I had issues with humidity at lockdown, so lost a few in the hatching process - dried out :(
but anyway, still, got 24 out of 50.

do they have a light in their cage? the days alone aren't long enough yet for them to lay, so maybe add a light to shine through the evening or leave 24 hrs, which some don't recommend to do full time. but if you want to jump-start them maybe leave on for 24 hrs until they start laying then...

When do you move them outside? They should be fully feathered before they are moved out of the brooder, which is at about 3 weeks old. At that time, heat lamp is perfectly enough :)
Same here! I have wire floor in both of my pens, but have several plastic bins in there (with sides about 3 inches high): two with sand and two with shavings. Never seen an egg on wire yet, all eggs are in boxes - shavings boxes most often, but some in sand boxes.

If you had light on them before and not anymore (now that they are outside) - that might be the contributing factor. There are a lot more experienced quail people on here than me, but I pretty much read every thread on here and a lot of other sources to educate myself before getting into quail...
