I doubt females attack other quail but it could be an injury. one of my males had his eye infected and bloody for 4 days from another male who pecked him. luckily he recovered without any help (just isolation for a week) and it turned out that only his eyelid was injured.

How many female quails do you have? And how males? Size of their pen?
Not all coturnix are gonna start laying at 7 weeks. It can take another week or two. And they may not lay at all if something is stressing them
I have a quick question... I sometimes capture wild quail. They do lay eggs in captivity and hatch them as well. How long till they lose their instinct? I guess I could keep breeding them for a few decades (if I live that long) without having them lose their broody instinct. Any info on that?
You have to stop turning them, no matter if they're being turned by hand or not. Expect them to hatch 3 days late. You can do a float test, but that may affect them. I would just wait until day 20 before float testing.
I bet your problem is too many roos. Leave the females outside with access to direct sunlight, and eat the males or put them somewhere else. One roo for each female was definitely causing too much stress.
