wow, reminds me of when I was a kid and our neighbors went "turkey hunting" in our pasture, long story short, my parents still have their farm and the neighbors are gone. id suggest getting the trail cam set up and document everything involving them.
I don't know enough about NZ laws to comment on that portion of this, but I'm fairly sure your Roo is going to end up in the stew pot. even with a no crow collar, they are still fairly loud, and it only takes 1 annoyed neighbor to cause you grief.

did you calibrate the thermometers/hydrometers? (i almost always forget to do that) and just how much water did you add?
also according to the instructions, I got it will take about 8-12 hours for the incubator to "level out" as it were.
I think the hens start getting the tail feathers before the cockerels- but i could be mistaken. and yes tractor supply gets them that young. i got a couple about a week ago that were between about 4 days and 2.5 weeks old (the older ones were 50% off in our store)
i would go with swedish hedemora, since they will continue to lay in "really fricking cold" weather. just be sure to have some shade for them in july/august
