What are your settings at, temperature and humidity level? Why did you lockdown on day 17 and not 18? Did you increase humidity and not touch them from that point on?

Was the space overhead fenced in or just the surrounding ground? Could have been an aerial attack, but raccoons are also notorious for dragging birds through and under fencing on the ground.

Ducklings start getting their feathers at 2-3 weeks and still have a fair amount of down at 4. They can't regulate their own body temperature until 6-8 weeks and until then the remaining down offers no warmth or protection from the elements.
