I don't see anything that screams roo to me. #1 has a more prominent comb, but it doesn't seem very red for a 14 weeker. #2 looks like it might have some pointy hackle feathers?

No experience, I am on my first batch of chickens this year. But i have seen many people rehoming their favorite, sweetest, most loving rooster. Usually state that they became aggressive once hormone/full maturity reached.
If the chicks are completey dry, feel free to move them. Try to do quickly to avoid too much cool down or humidity loss. You can also add some very warm water to incubator water to boost temp and humidity while moving the chicks.

I think you just have to keep it clean daily till it stops. I have seen some recommendation to use a little olive oil or vaseline on/around the area also.
