Perhaps you can help get the ball rolling faster. Is there another city (in a somewhat close proximity to yours), that has changed their ordinance to allow chickens? If so, perhaps you could get a copy of the study...
I think the list is quite funny, (my family moved to the south over 30 years ago).
While I am an educated individual, I can certainly relate to the items on that list.
