A sand, or if it’s not too messy, dry dirt bath is great to offer! You can hide seeds like millet or small insects like mealworms inside it for more digging fun. You may find that the sand bath becomes a sort of nesting box as they like to lay in a cozy, dry environment.

They will clean it themselves over time if they have access to clean drinking water and a dust bath. If you want to get them clean sooner and they let you hold them, catch each one and just wipe her beak with a wet paper towel or tissue!
You say “quail” as if you only have one male. If this is the case he is lonely, not happy, and is trying to attract a female, or rather multiple females. The average Coturnix roo needs 3 to 6 hens to be satisfied.
