I have been looking into several different methods: removing the voice box, cutting the vocal cords, augmenting syrnix (the flap of skin at the bottom of the trachea), cutting the tongue, and I heard tail of a way to make two small holes in the voice box "in lue" of removal.

Try adding a heat lamp to there nesting area. Also yogurt and oyster shell calcium to there diet.
You can also add a day lamp to the area out side there nest to increase light hours, similar to what they do in some green houses during the winter months.
Give them a variety of fresh healthy veggies to increase there nutrients. It is important to have proper amino acids in there diet for feather production. Also yogurt will help fatten them up and strengthen their egg shells.
