OK, after a bit of searching the UC Davis Extension folks pointed me to FrontYard Nursery in Placerville. They sell bulk oats for $0.89/lb. I will keep looking, but good option for me to get started with.
I agree wholeheartedly with the other posts - keep them chicks inside for a few days to break the predator's feeding cycle! I have lost chickens to many types of predators, and have found you just have to try many things.

I want to start providing sprouted oats and wheat to my flock and would like to buy in bulk. The local feed store does not carry any and are less than helpful when I ask about feed mills. Anyone know of a source? I am closer to Placerville than Sacramento.

I know it is bad for goats to eat chicken feed because of grain overload, but what about chickens eating goat chow? My chickens just swarm the goat feed bucket when we give them feed, but I worry it is bad for them. I know it contains copper and sweeteners.
