I have cut off the cracked part and it doesn't seem that she has any issues eating and drinking, and it looks like the tip might heal it self and I will file it down to maintain its shape. Thank you so much for your help!
Are you sure that'd be safe? Because every time we touch the chipped beak, she opens her mouth in pain and it hurts her. It does look like it's chipped after the quick but would her beak heal gradually afterwards and would it cause any serious issue?

I do think it is neurological, because she is VERY afraid, compared to the others, and does it everytime we keep her in the same coop as the others. I am planning to get her Vitamin E400 IU
They might/can fight over eggs. Seperate them with sufficient water and feed. Make sure the feed and water bowls are at a low level so the newly hatched chicks can reach them.
