    That's unfortunate. It seems that maybe this neighbor has been told all they can complain about is noise, so that becomes the issue he uses. I would ask if he has any pets, if not, I bet he has an air conditioner. Both of which make more noise than a chicken. Do you have roosters?

    I am still confused. Are they allowed or not? And if you claim they are domestic, does that bring them out from under the restriction? I have been in a 3 year battle with our city and we just got it passed last month. So be prepared for a long fight.
