This is a common misconception, that Didelphis virginiana is immune to rabies. It doesn't seem to happen often, but they absolutely can contract it.

The OP lists their location as Midwest US, and I would imagine the county fair is also US. I suspect the NPA system, logical or not, applies here.
But anyway, the OP has quail, and the authority most interesting to them will be the fair grounds. Call them up. Ask if they can put you in touch...
I've incubated some really filthy eggs and had them hatch just fine. Unfortunately the filthy ones that don't develop seem to be the ones most likely to explode, so proceed with caution.
Giant Runts and Kings are different breeds, but the difference between "show" and "production" are similar for both breeds.

You don't mention which quail you have. Buttons / kings and coturnix / japanese are really quite domesticated compared to many game birds. Chukars and ring neck pheasants in particular may come from a line bred more for flight and hunting than as "pets".

Last week (week of April 28) I lost power on two separate days for a total of about 27 hours.
