Rinse the blue coat off and get pictures of the wound, there's likely swelling and you need to see if there's any holes in the neck.
Just keep him calm and warm, give him sugar water and treat for shock.
Was he in an accident? Why is he covered in blucote?
Is there wounds to his neck/throat area?
It could be a ruptured air sac or sone inflammation on the airpipe
Cut out all these extras, and keep them to once or twice a week.
Since they're young and still growing, you may want to consider a higher protein layer feed or all flock feed.

They're probably seen as calm since they can't see well and if they cam, can't react because they don't have proper feathers.
