Since she's so young, it's not a great idea to try to hatch. It's a small egg; it will be much better to wait until she's more mature and laying full-size (for her breed) egg.

You don't want to incubate any eggs until the pullet has been laying for a few months. Undersized eggs kill chickd

In addition to the above advice, I’d make sure her eggs are reliably fertile. When you crack them open, the yolk should have an obvious ‘bullseye’ on it, not just a white dot.
