You can put a light in there coop on a timer, so there is a consistent number of daylight hours. Also, if the are molting, that would explain the drop in production.
I use wood shavings in my two coops, I'm not sure if hay would be as absorbent, even though it would be warmer...
I think they should be fine with shavings with the heat lamp, and they huddle together for warmth.

Are the houses they would be in insulated, or not? What temp is it in your garage? If your chicks are fully feathered, they probably would be fine, as long as there was a heating lamp at first, to allow them to transition.
We don't have a rooster, and there are only the three chickens in that coop. Harriet is a Barred rock, Petite( who also has some feathers missing, but usually is the bully) is RIR, and Greta is a red star(she has all her feathers). These 3 tend to not pick on each other though...

Do the hens require as many things as roosters do for their tails? The hens tails aren't too long, right? I live in Maine, would Phoenixes be fine in the winter? We do keep the coops at around 40 or higher in the winter with heat lamps. I would love to have one!!!

Buff orpingtons are the sweetest! Ruthie loves to be carried around the yard, ride the bike, and go sledding! She follows me around like a puppy! The only downside is that she gets picked on by the others, though our other buff was at the top of the pecking order (and the 2 of them were best...
Our RIR is very friendly toward us. She(as all of our chickens) comes when called, and greets us at the door. She is a bit of a bully though toward the other chickens, especially one in particular, who is a buff orpington.
