I'm sorry to say this but the chick does not look good. I would leave it in the incubator until it dries. In my experience, if you have to help the chick out of the shell it doesn't make it. Low temps will cause late hatch and weak chicks.

It's not the people responding and trying help solve the problem. It's the OP and the confusing, conflicting information being presented.
When you try to raise quail and they all die maybe its time to give it up.
The temp probe, stapled on the plastic sheet, lays on top of the eggs. Make sure to use another thermometer next to the probe that you know is accurate. Mine works fine but I have heard that some of the new digital Little Giants have issues.
Collect the eggs you intend to hatch as soon as possible. Do not let the hens sit on the eggs for any period of time. Collect your eggs several times a day. Store your hatching eggs in a cool place until you put them in the incubator.

I have always turned eggs, on their side, from one side to the other 360. I usually have about 25% that start to grow but never finish. Could this be the cause? Next batch I am going to give this rocking back and fourth a try.

Yes you will need fresh air entering the incubator and a vent for air to escape. Like others have suggested, vents on the top of the incubator for air to exit with a way to control the air flow and a few small vents on the bottom for fresh air to enter.
