The two most regulated areas of quail products intended as food are pickling eggs and selling processed birds. Outside of those two things there is a lot of freedom to be had if youre willing to research like the previous poster.

As for selling a processed bird its not a problem if you have an fda exemption. The 1000 bird per year exemption is not hard to obtain.
 
dc is correct. It is my understanding that there is a somewhat gray area around selling processed birds from your farm. Once the live birds are sold you can offer to process them for a fee. I could be wrong on this so it is always best to double check the regulations in your state. In order to sell processed birds retail you would need to have the processing done at a FDA approved facility. If there is am exception to this rule, I would like to see it. I have been getting all kinds of requests from stores and restaurants for processed birds.

This is specific to california but i believe its the same in most states since its a USDA thing
Thank you for posting this. If you are under the 1000 processed birds per year, you can sell direct to the consumer.

Here's the catch: "Under no circumstances are you permitted to sell to restaurants, grocery stores, or through middlemen, such as wholesalers. The poultry or rabbits cannot be resold."
