I dont have much advise on the panting. Hopefully someone can chime in on that. If it were me I would add some savachick electrolytes to their water and monitor his drinking to see if that makes a difference.

Poor baby. It sounds like shes in good hands now. That's sad that they did that. If I'm remembering right, the tips of their bills are very sensitive to help them find bugs when they forage.
