Try making a mash of their feed or fermenting it. My ducks love for me to make soup of their feed in the evening before bed. I just take whats left and add water they slurp it up. Try a small amount to start in case they don't like it and if your not doing this now you might want to have more...
That's a sweet picture. Just floating and moving around in that tub is better than nothing he can get some exercise. I think a wheel chair is a great idea.
Poor boy. I would keep him on soft bedding to protect his under belly and his wings. I don't know what could be going on with his legs but usually a niacin deficiency is best treated when they are a duckling. Letting him have swim time daily can help build up his muscles.

I do have Cayuga among my flock and because they are black will soak up the sun faster but with plenty of shade and lots of water, including a pool a Cayuga should do okay.
