I live in Maine, but I second this. Pine shavings are the way to go, and I am unsure where you get yours but we like to get the larger pine flakes from Tractor Supply.
Straw/hay is also A PAIN to clean out in the duck coop, because it will clump and then freeze to the bottom of the coop...
Generally I rehome my bad roosters to someone who takes them in for freezer camp. I however have been lucky enough with only two bad ones in my ten years of keeping chickens.
