If they do survive the 28 days you will have to be prepared to help them hatch, there is a video of a member on here succesfully helping

I had this incubator and i hatched several quails and ducks with great succes hatch. Yes it is a still air incubator.
The bulb will flick off when the certain temp reached and then when it drops about half a degree or less it will flick on again.
You can adjust the thermostat by the small button...
or the brinsea mini eco even though it does not show you the temp on the top and turns the eggs automatically it doesnt cost that much and hold humidity wel and it hold the temps rock stable.

This happened to me aswell but with ducklings, I think it was encouragin it because as soon as it started the chick in the eggs went crazy and zipped in 20 mins!

I would recommend you a covatutto 6 which si a still air but I have had 5 ducklings from 6 eggs in it and its not very costly or the brinsea mini eco incubator which is a bit more expensive but is forced air and keeps humdiit yand temps rock stable
