I know this is ridiculous question but in an incubator you need a sponge full of water to raise humidity right? and 2nd question. How do you measure humidity?

i am thinking of building an incubator. But i have a few questions. I have read of people having things in their incubator so they can rotate their eggs. Is this a requirement? And if so how often do the eggs need to be rotated?
