Yes, you're right; he was plugged up again today and our method was not so successful, at least not right away. I guess we have to keep working at it and hope that he'll get back to normal soon.
Thanks to all your suggestions, my rooster has passed a lot of poop and is eating well today! We did another bath, used the tweezers, and squirted baby oil in his vent, and presto! Though he's lost weight, he seems very well otherwise, and we think he's out of the woods. Thanks again!!!

It's interesting to hear how you're keeping chickens in the city! I've been doing the same thing with cat carriers in the garage, but have to leave for work at 7 a.m. or 8 a.m., so can't put them out as late as you do. I think I'll try keeping them in later on weekends though...
Thanks for all your support! So far, I can't find a noise ordinance that seems to apply to roosters. Just dogs, machinery, etc. The one about barking dogs states that continuous barking can't occur for more than 30 minutes; I don't think that could be applied to the roosters.
