Well, they figured it out themselves. Before I got the chance to make them an improved ramp, they figured out how to use a straw bale that was on its side next to the trough to get in. Problem solved, thanks for all your suggestions!

We have two ducks, and we'd like to get them something to swim in that's larger than what they have now, but we're on a budget and the only decent sized things we can find are hundreds of dollars, and most kiddie pools we've looked at wouldn't hold up to duck claws and beaks. Any ideas?

A few days after my last post he attacked the parakeet. Luckily, both birds are fine, but I separated the quail from the parakeet, and once the weather was warm enough, put them both outside. Things have been fine since.
