If the chick is making a hole and not turning in it's shell, making a "cap" on the top of the egg to push out, then it probably is stuck. It's okay to wait a few hours, and if it hasn't progressed, take the egg out of the bator and "help" it out.

You're not supposed to turn during the last three days of incubation. Otherwise, you wil get them stuck in a place that will kill them before hatch. If your turner turned off, then that was good. I always just take the turner out and put the eggs on their sides the last three days, into lockdown.
