That isn't a buff Orpington at all! Buff orpingtons no matter the gender should be solid yellow/orange with yellow feet. What breed he actually is- I don't know. Maybe someone else can shed some light.

Not at all! Only on day 5 of incubation is when the reproductive organs form. I beleive its 50% determined by inbubation temp, and 50% chance! However, there is no ACTUAL science to it at this point in time.
