This chicken was just found wandering the neighborhood. Any guesses on breed? Or sex? Tail feathers don't seem to be long, it does seem to have barbs.

A friend dropped off a chicken they found wandering their neighborhood. We were taking pictures to identify the breed, and determine if it is a hen or rooster and noticed some pronounced scaliness on the top of its foot. What could this be? Sorry its so blurry :/
