Quail like to dig around and make sleeping spots and bathing spots. If there was something there like sand or pieces of dirt, or even broken up dusty spots of pine shavings, they will bathe in it by throwing it all over them selves and through their feathers. They don't usually dig very deep...

Hopefully more experienced dl folks will respond, but I don't think too wet is usually a problem. If your cage is large enough and your waterers don't leak it seems to stay pretty dry. For it to compost, there should be a certain amount of moisture. Keep in mind, though, this is my first week...
