Are your two chickens in one run o two? I cant see if there is any wire between the two crates. I love your little hen on the right and have you tried clipping the other hens wings?

How many eggs did you put under her? Maybe it wasn't completely underneath her so didn't gain enough heat to "activate"?
The chick inside will probably hatch A LOT later than the others so you want to make sure that mama hen doesn't just give up on it.

Have you tried candling the eggs with a torch? It might be that the eggs never fertilized.
But don't panic, I had a cockerel hatch a week late. He is safe and very healthy.
