Try contacting local quail breeders. I got a 10 gallon bucket filled to the brim with feed for five bucks. They have it specially made at the mill using a custom recipe just for quail. I think a lot of breeders do, or at least commercial ones.

Oh you know what, it's almost the same but mine is a good bit smaller. I would totally just drill a hole in it. Mine looks like a small version of yours, but with a little hole on top. It seems to help a lot!
