I have a 15 month old green queen EE who for the last month or so has been laying small eggs. She used to lay the biggest eggs out of my 4 girls. Should I do anything?

23 weeks, breeder said she is a she. She only seems to crow in the morning but it just started so i don't know if it will progress. One site i found said to separate her from flock till she stops & then reintroduce her. They seem to think it is based on the hen being top dog & pulling her away...
Has anyone found a way to train them to not crow? I don't mean a crow collar. I have 2 more hens then I'm allowed to have & I fear my hens crowing is gonna lead me to having to get rid of 2 hens if city finds out. My girl is in nightly chicken jail @ the moment till I figure out what to do :(
