we have 80, counted yesterday. 10 roosters, 8 of them free range and live in two separate bachelor coops. 9 month old buckeyes in a brooder and 29 marans waiting for it to warm up and move into outdoor brooders, there are 24 eggs in the incubator.
I like this style of latch more than barrel latches. I think as things settle they are more flexible.
I also like double latches on the doors, one about 1/3 up from the floor and the second about 2/3 up from the floor. I think that this spreads the load and makes the door stay closed better.

If I understand the post what we are seeing in the picture is going to become part of the run and the coop will be in the shed to the right of what is pictured? If that is the case I would put down some leaves, straw maybe mulch and call it good.
A 6' x 10' dog kennel would be another way to go. Used they can be quite reasonable in cost and have a good resale potential if you decide you do not want it later, additionally they include doors.
One other suggestion I would make is can you build more of the panels your current run is made...
I would contact the Ag department of the county you are moving to. They are very friendly, depending on the township you are moving to they might also have regulations about what is allowed and how it has to be housed.
we have 3 horse stalls in two barns converted to chicken coops. Hanging feeders and feral cats living in the barn have pretty much eliminated the mice, rabbits and woodchucks from the area around the barn.
