It appears to be cracked rather badly? I don't think it is growing though, my quail eggs tend to turn pinkish inside when candled if they are viable. This egg looks clear to me.

Hmm...that's worse than any I have dealt with. Is it veins that are protruding or is it maybe intestines? Hard to tell from the picture, but if it is the intestine there is very little you can do...I would still put antibiotic ointment on it if you have some on hand. Sorry I can't help more :(
