Thanks for your ideas. I am almost sure that they are all Black Star Pullets. The comb and wattle develop early in black stars, solving that problem.

@donrae at close examination, the feathers are laced. They are laced like Golden laced Wyandotte

I ordered from efowl in the winter, so there was a limited selection of breeds. One of those was the Asian Black, which is black with the golden neck/chest. I suspect that it was one of those? However, I couldn't find any pictures of even full grown Asian blacks or chicks.
