I agree, it does say that. BUT, on the actual shopping cart, it says The minimum order is 20.00 AND the checkout button will show up once you have hit 20.00. Where as it will NOT show up at 19.95. The only button there at the 19.99 and under mark is the 'continue shopping' button...

Oh and if you order something else, it will go towards your 20.00 minimum. (like a poster or such)
