I'm quite surprised that squirrels have been killed by EF. I will say that animals can be killed if they are caught in the fence, otherwise not. The very low amperage and short pulse time prevents that causing them to pull back away from the pain source.
Electricity kills by the high amperage...

The reason poultry is largely unaffected by EF is because their feathers are a natural insulation. This is also true for woolly sheep and deer. Most energizers run at 6000v which is inadequate to bridge the gap...
