It depends on how old they are. All pea combed birds have 3 rows, but the females' aren't as pronouced, and the males get theirs way sooner (my 4 EE cockerels had huge 3 rowed combs at 4 weeks). My EE Penelope is getting her second and third rows - she's almost 4 months.
I've heard that said, but in my experience, some pullets will feather slow as well. My Iris (love the name coincidence) is an EE, and for the longest time I thought that she was a cockerel because she feathered at the same rate as the 4 cockerels that I did have. But she ended up being a pullet...
