I hatched a bunch of chicks last year that were not turned. I went to take the turner out at lockdown and realized it was not plugged in. I panicked, but to my surprise had a fairly good hatch.

Perhaps the person offering should just clarify in the offer who pays for shipping if chicks are involved and the number of chicks that will be shipped. It is up to the person claiming the swap to claim offer or not.
