I am sorry it didnt work out. But you can try again. The eggs may have been fertilized, you just couldnt tell. I know I cant tell a fertilized or unfertilized egg after 21 days in the bator if it hasnt developed. They are pretty much 'soup' by then. There are other reasons for non development too.
