Yup!
Did the OP ...
A. Buy the wrong tool for the job?
B. Hook it up wrong? (Too embarrassed to tell us?)
C. It really was a defective unit?
D. ???
Frustrating when "Paul Harvey" doesn't tell us the "Rest of the story" ... when searching old post ... many dead ends like this ... with no...
It is also possible that you have a faulty post insulator(s) ... that is actually shorting out ... listen for "clicks" at each insulator, which would indicate that it is shorting out, and reducing its capacity to fry you! ;)
A few more thoughts ...
Like mentioned above ... is it possible that you have your voltage gauge set to a different power setting?
If your battery is only at 12.0 volts ... not 12.8 volts ... it should still work ... at much more than a "tingle"!!!
So ... next questions is what kind of foot...
Disconnect both wires going "out" ... only battery cables to charger hooked up ... turn on charger ... measure voltage between the two "output" terminals (where you hook the "hot" and "earth/ground") how much voltage?
Are you using the same voltage meter for the battery voltage, and charger...
