That's a good start of an idea. But you need more than "a few windows". Big vents up under the roof overhangs are what's best.

Hoop coops are usually made 8 feet wide and every panel gives you 4 feet when bent to fit that 4-foot width.
4x8 for 8 hens (one panel).
8x8 for 16 hens (2 panels).
Hoop =/= tractor.
A stationary hoop coop is probably the fastest thing.
In order to make it mobile you have to use more lumber to make it stronger in order to be able to move it without it falling apart. :D
