If the membrane gets too dry(due to low hum.) then the chick will get stuck and won't be able to pip. But your hum. seems OK.

I am hoping for you that this hatch is just late and that one hatched one is just an early bloomer! If not, and the others don't...
Watch that humidity! It will naturally go up when the chickS start hatching. Make sure you don't go over 75% for very long; otherwise you could drown some chicks! :o
