    You're right. Honesty = better. I just know from experience that a govt run shelter (ie city or county) would just tell you to return the dog as dogs are property, so taking someone's dog is theft. And they don't want to pay for anything. A rescue, however, would be more open to helping.

    You might call them and tell them you found a puppy with clear signs of neglect - not tell them it's your neighbor's dog.

    It escaped, right? If you have a rescue or no-kill shelter, you can turn it in there and explain the situation. The owners would have to pay to get the puppy back, and I doubt they would pay, from the sounds of it. The rescue might even foster her and fix her up before finding her a suitable...
