My assessment was based on the stated age being 9 weeks. Looking again and seeing why folks think the chick is younger than that.. would probably change my thoughts also! I also would expect a 9 week old juvenile to be FULLY feathered.

Looks like a pullet that's a little toastie perhaps, making the wattles flush.
