That's a buff cochin. Sometimes buff birds start out with those dark markings, but eventually grow out of them. I don't think she is a frizzle, just growing in her feathers a little funny (one of my cochins did that, and her feathers flattened out). She can't be a booted bantam. No hatcheries...
