    An automatic feeder that can dispense treats on a timer (chicken scratch) would motivate the chickens to stay near the barn rather than the house (close to the road).You may need a fence between the house and barn to keep them on the back of your property.

    I would try training them inside a temporary fence at the barn before investing in a fence around the road. If your flocks never been contained to a run and sleep in a barn they're going to be harder to train to a fence. Clipping one wing discourages flying.

    It's not in your best interest to keep retrieving your chickens from her property after being warned. You could be trespassed if you don't ask permission first (dumb as that sounds)

    Camera's and fences are mandatory for peace of mind if you have bad neighbors. When she can't physically come onto your property anymore without breaching your fence on camera it will take the fun out of harassing you because she knows she'll go to jail.

    A couple strands of electric fence would allow your chickens to go under or over the fence so a predator can't trap them .They deter 2 and 4 legged trespassers too.Poultry netting is a good temporary fence to keep your chickens on your side of the road
