I had the same problem with my incubator when first starting out. But I realized it was the temperature not holding, so I added a towel on top, to keep heat consistent.

I use several thermometers in mine, since my incubator has cool spots in the back I need to avoid while incubating.

I think you put water in the bottom tray, but I don't know. Never used this model.
