    Do you only have two? If so, you may not get eggs due to over breeding. Coturnix quail should be one male to five females. Keep a close eye on your second one (rosettas aren't feather sexable). If it turns out to be male, they might get along as long as there are no females.

    Are they getting at least 14 hours of light every day? Anything that stresses them could also be preventing them from laying.

    It depends on the colour. Some colours aren't feather sexable, and tuxedos are usually not feather sexable. If the chest feathers don't tell you, sometimes the males will have darker heads.

    Based on the facial markings, I'm guessing male. Vent sexing would be the best bet here, though.
