The dog apparently had puppies some weeks ago, but OP has never seen them.
The dog mostly lives with her owners, but visits OP on occasion.

I know you want to see her, and I know you're worried about her, but the best thing for a "good" owner to do would be to keep her with her pups--and that may be what her owners are doing. In which case they ARE doing something right.
Moving all the pups would probably be fine (as long as her owner doesn't mind), but I'd be worried that she might get interrupted partway through, or forget some.
Then again, if she goes back and forth moving one puppy at a time, that would make it easy to follow her and figure out where she...
The owner has apparently allowed previous litters to grow up--the current mother dog was born and grew up there.
Previous litters were born outside, in a place chosen by the dog, and the owner has not been seen to provide care for the puppies. So it's more a matter of lazy or uncaring owner...

If a different person can drive by, and then report what they personally saw, that might work.
But reporting "someone on the internet says these dogs are abused" is either going to get ignored, or is going to bring OP back into it.

There's some chance the actual owners may never even notice that she was pregnant, gave birth somewhere else, and raised the puppies. It will depend a lot on how often she usually comes home, and how much attention they pay to her.

I'm not addressing whether it's "wrong" in a moral sense, just what happens if someone gets a lawyer or police involved.
Helping an animal in need is a good thing, but getting in trouble for "stealing" a dog is not a good thing.

If you keep the dog confined to a safe place to have her puppies, there's a chance the owners may complain that you "stole" their dog.
But if you set up a safe place where she can freely come and go, and she chooses to have puppies there, then it's really their fault for not keeping the dog...
