I have some hardware cloth and there wasn't much of it. I'd have to buy a lot. I got some el fencing at Tractor Supply, it was inexpensive. May vary where you are. If you already have the HWC you might as well see if that works before spending more money.

If you are concerned about a raccoon moving it, use tent stakes. One at each corner and a few in between in corner. You can also get electric netting and put it around the pen. This will keep out dogs, raccoons, fox, but might not keep out weasels. Cheaper and easier than messing with HWC.
